The brief
The challenge
A Social Housing Decarbonisation Fund programme covering 120 mixed properties: flats and terraces across a 1960s estate. The council required PAS 2035-compliant delivery, full lodgement data, and programme completion within a fixed funding window. Tenant liaison and access management were identified as the highest risk factors.
Our approach
How we did it.
We assigned a dedicated project manager for the programme and established a resident communication protocol that combined letter drops, phone calls, and doorstep visits. Surveys were batched to minimise repeat access disruptions. Installation teams worked street by street. Every property had a dedicated compliance file updated in real time.
The results
What changed.
All 120 properties completed within the funding window and within 2% of the agreed budget. 94% of properties achieved EPC B or above. Average annual saving of £620 per property. Tenant satisfaction rated good or excellent by 96% in the post-programme survey. Zero failed audits.
